The only decile that loses

The official table for the 2025 law: one group loses, and it's the poorest.

CBO scored the 2025 law for every tenth of the income ladder. The poorest tenth loses about $1,200 a year — 3.1% of its income. The richest tenth gains about $13,600.

The bottom's losses are mostly Medicaid and food stamps. The top's gains are mostly tax provisions.

That's the government's own math — an upward transfer, written into law, on the official record.
